Master All-Clear Cement is a special blend of adhesives which make it easy to bond leather, rubber, crepe, polyurethane, thermal plastic rubber, and thermal plastic polyurethane.
Regular neoprene based contact cements mostly bond leather, rubber, and crepe.
Many repair shops have turned to super glues to bond the materials that regular contact cements will not hold.
